Establishment of quality operating system for cyber patent administration

KIPO planned to inaugurate a quality operating system of cyber patent administration from April and obtain an ISO 9000 authentication in November so as to improve the quality of patent administration service.
Since the electronic application system started in 1999, most of the patent administration affairs had been proceeded on the cyber, and all of the patent administration affairs had been controlled by the information system.
Accordingly, it was necessary to maintain a good quality for the information system, and also improve a reliance not only in Korea but also overseas by operating the quality operating system guaranteed by ISO 9000.
A purpose of this plan is to introduce a quality operating system through the standardization of cyber patent procedure and improve its quality steadily.
If the plan is completed, it is believed that KIPO can provide good quality service in patent administration for the users.

Trademarks of functional cosmetics are able to be registered.

Functional cosmetics which cause a biochemical effect to skin were permitted legally after enforcement of the 'cosmetics law' in July of last year.
Therefore the trademarks of functional cosmetics are permitted to be registered.
Recently, 41 functional cosmetics were approved to be manufactured officially by Korean Food & Drug Safety Office.
According to this, KIPO will permit the registration of such trademarks through the examination which includes a "discriminative" words distinguished from other cosmetics.
The cosmetic companies seems to increase their market shares to file trademark applications of functional trademarks with developing new products.

Patent applications related to genome are increasing rapidly.

Recently, the domestic patent applications related to genome are increasing rapidly due to rapid progress of developement and study about human genome.
According to the KIPO, 284 patent applications related to genome were filed in KIPO from January to April 2001.
This represents a 50.2% increase compared with 189 cases of the same period last year.
Further, this represents an rapid increase of 107.2% compared with 137 cases of the same period in 1999.
Among these patent applications related to genome, patent applications for DNA chip are in the beginning phase, and 28 cases were filed from the early 90's to October last year.
All over the world, 1376 cases of patent applications related to DNA chip are published, which include 502 cases of U.S.A. patents, 393 cases of PCT patents, 278 cases of European Patents, 175 cases of Japanese patents and etc.. On the other hand, the total number of domestic patent applications related to genome were 442 cases last year, and 264 cases in 1999.

The introduction of automatic searching machine for fake trademarks

From now on, the fake goods with counterfeit trademarks cannot pass through the customs in the airport owing to 'automatic counterfeit trademark searching system'.
Korean Customs Office announced that they established data base of 1537 registered trademarks to find out counterfeit trademarks going through customs, and thus the contents described in a declaration form for import & export passing or personal passing will be detected and data of automatic trademark searching system can be compared automatically each other.
