First Judgments held In the Patent Court

The patent court was opened on March 1, 1998 as a special court and the first trials were held on April 23, 1998.
In the two judgment departments of the patent court twenty nine trials were processed which included a trial for a trademark registration nullity requesting suit.
In accordance with the technology assistant judge system in Korea which has been introduced according to the special characteristic of the patent cases, one technology assistant judge who was transferred from KIPO, participated in the trials together with three other judges and the technology assistant judge sits to the left of the judge at the round table.
The KPAA prepares the patent attorney's room in the patent court and lets the resident staff manage it according as the patent attorneys began to carry out cases in the patent court.

The Increase Rate in the Technology Introduction were greatly reduced

The Korean Industrial Technology Promoting Association reported that the total amount of technology introduced during the last year has increased by only 5.1 percent more than that of the year before, so that the increase rate in the introduction of technology has been greatly reduced due to a IMF supporting system in Korea.
Accordingly, it is estimated that the investment of the enterprises will diminish.
On the other hand, the degree of technical dependence on the United States and Japan has increased.
Particularly, during the last year 81.7 percent of the total amount of the royalties were been paid to the USA and Japan.
Seventy-one percent of the total number of technologies which were introduced from foreign countries were imported from the USA and Japan.
Accordingly, in order to lower the dependence, it is pointed out that the technology introduction from Russia, Europe, Israel and so on should be increased.

Development of the exclusive editor for drawing up the specification

The Korean Industrial Property Office has developed an new exclusive editor for computer software recently.
With the exclusive editor, the specification for the application can be drawn up in accordance with SGML (Standard Generalized Markup Language) format of the documentary standard which was designated by the standardizing organization, namely the International Standardizing Organization and World Intellectual Property right Organization.
The exclusive editor was the first developed in the world, moreover it is a piece of software having the function which automatically converts the prepared specification into the electronic documents of the SGML format.
It can also provide most of the functions for the user's convenience provided by the existing ordinary wordprocessor, such as a chart making function, an image processing function, a mathematical expression inputing function, as well as the ordinary document making function.
In addition, it can support the special functions which are necessary in drawing up the specification, such as an automatic error inspection function and SGML format converting function.
Moreover, the KIPO intends to supplement the function making all the intermediate documents, such as the Amendment, the Argument and the function automatically extracting only the amended part.

The problem in the protection of business secrets arose due to the matters that advanced semiconductor technology had been revealed to a foreign country last year.
