The On-line application System for the Industrial Property Rights has been Enforced.

The on-line application system called the Kiponet system has been enforced since January 1, 1999.
In order to use the Kiponet system, the user may apply for the installation of the on-line system to the Korean Industrial Property Office(KIPO) and install the related software provided from the KIPO in the user's personal computer.
Then the user can be connected to the server (homepage: http://kiponet.kipo.go.kr) through the internet.
In the on-line system, the patent application can be carried out only through the network and without the paper documents.
According to the on-line system, all works of application, examination, registration, publication of the official gazette and the information search may be executed through the network, so it is expected that the processing speed of the work will be increased and the related costs reduced.
The service for notifying the development of the examination was introduced last September.
The patent related information can be provided to the applicants through the network.
Owing to the search of prior arts through the Kiponet system, the duplication of investment is expected to be stopped.
The connection to the WIPOnet through the Kiponet will contribute to the globalization of the patent related information.

Under the Kiponet System, the General Power of Attorney System can be Carried Out side by side with the Individual Power of Attorney.

In accordance with the revised Patent Law, the revised Utility Model Law, the revised Design Law and the revised Trademark Law which has been enforced since January 2, 1999, the application has been performed through the on-line system since this date.
In the revised laws, the general power of attorney system has been introduced to make it easier to apply through the on-line system.
Until now, a person who intends to entrust procedures relating to the patent to the patent attorney had to present the Power of Attorney in every case under the individual power of attorney system.
However, under the general power of attorney system, once an applicant presents the General Power of Attorney which is not specified by the case to the Korean Industrial Property Office, another power of attorney for other applications doesn't need to be submitted to the KIPO.

Properties of the Kiponet System

In the Kiponet system, all works relevant to the application of patents have become easy to execute through using the personal computer.
In Japan, only the exclusive network can be used in the on-line system.
To the contrary, all communication networks, such as the exclusive network, the telephone network and the ISDN network are usable in the Kiponet system.
To use the Kiponet system, the user need not purchase an expensive computer only for patent applications but may use a general personal computer.
Through the Kiponet system, the user can execute the applications of the design and the trademark as well as the patent and the utility model.
According to the Kiponet system, the paperless patent administration is realized.
The advanced SGML (Standard Generalized Markup Language) format which corresponded to the international standard format for the exchange of the patent documents has been applied to the Kiponet system.
For this reason, the interchangeability among networks has been promoted.
