KIPO has established a system of appraisal under the control of the Vice-Commissioner and introduced an examination team system.
Examination appraisers will set up an evaluation standard of examination for patents, utility models, trademarks and designs.
After they analyze and evaluate contents of examinations with the evaluation standard, they will notify relevant examiners of the result.
Thus, the deviation of examination among examiners is expected to be solved.
Also, 47 examination teams classified according to the technology fields examine together patent applications with complicated technologies, so that the quality of examinations is expected to be improved.
Additionally, KIPO adjusted relevant rules and disposed 14 staff so that it allowed applicants to file applications and registrations in the Seoul Office.

Requests for prior examination increase rapidly.

A prior examination system is utilized rapidly.
KIPO announced that the number of patent applications that requested a prior examination was 529 for a year from July of last year to June of this year.
This represents an increase of 4.8 times compared to 91 cases for the same period last year(July of 1998 to June of 1999).
It seems that requests for a prior examination will increase because patents related to electronic commerce are contained in the object of prior examination from this month.
Particularly, venture enterprises made 229 requests for prior examination representing 42% of total requests last year.
This shows that venture enterprises are putting to practical use of a prior examination system actively.

International patent applications of North Korea are increasing rapidly.

According to the Korean Trade Promotion Corporation(KOTRA)'s report, international IP applications of North Korea have been increasing rapidly.
The number of PCT international patent applications of North Korea was 69 in 1997, 131 in 1998 and 360 last year representing an increase of 421.7% compared to 1997.
This increase of patent applications is also continuing this year.
North Korea filed 176 PCT international patent applications for three months from January to March this year.
KOTRA reported that North Korea signed the Madrid Treaty related to international registration of trademarks and the Hague Treaty related to international deposition of design and built up the IP rights.
It added that North Korea filed 25,467 patent applications and 2,483 trademark applications to the World Intellectual Property Organization by the end of 1997 but the number of registrations of their applications was not yet confirmed.

Nae-Kyu Lim was appointed as the new Commissioner of the Korean Industrial Property Office.
It is said that he stands up for his belief and proceeds with his business actively.
He is known as an idea man.
He filled the position of chief of a commercial department of the continent of Asia in the Ministry of Commerce & Industry and a councillor of the Japanese Embassy.
