The transaction market for patent arts is established.

Korean Intellectual Property Office and Korean Invention Promotion Association announced that they established 'the transaction market for patent technologies' where people are capable of viewing, buying and selling domestic patent arts in off-line.
This transaction market for patent arts will activate the transfer of patent arts held by individual inventors and enterprises, and also push forward the commercialization of patent arts.
KIPO plans to dispose professional distribution counsellor in the transaction market and support the whole course including patent application, technology transfer, mediation, commercialization and the like.
Particularly, even if patent technologies aren't realized in manufactured goods yet, KIPO plans to realize the technologies through computer simulation in order to help participants easily understand the patent arts.
Also, KIPO will exhibit successful examples of commercialization in the transaction market for inventors having no experience to commercialize their patent technologies.

The reduction system of patent fee will be extend by 2005.

The reduction system of patent fee for small-and-medium enterprises, universities and organizations related to government is extended until 2005, which was scheduled to be enforced temporarily by June of this year.
Further, application fee is largely reduced in the case of electronic application.
KIPO said that it concluded revisions of regulation for patent fee based on the above mentioned contents and would enforce the revised regulation on a full scale from January, 2001.
According to this revised regulation, public research organizations specified in the technology transfer promotion act also can be reduced by 50%.
Furthermore, application fee of utility model, design, trademark and renewal of trademark right and the like is reduced maximum 10% or more in the case of electronic applications.
Also, when exempt persons, individual inventors, small enterprises and the like request trial to confirm the scope of right for the protection of their patent right, utility model right, design right, etc., they can be reduced 70% of request fee of the trial.

KIPO established 'Cyber Bulletin'.

KIPO plans to enforce a cyber bulletin system through the internet so that information in on-line medium such as the internet may be given novelty losing effect in step with the rapidly changing IT technology.
Under the current patent law, technologies published by tangible media including electronic media are not considered new technologies.
There are patent publication, technology report, scientific research report, etc. as available publications, however it takes a lot of time and it is expensive to publish them.
KIPO expects that this system will solve disadvantages of time, procedure and cost for publication and protect domestic enterprises against patent rights employed by advanced countries in a global intellectual property right period.

KIPO prepared patent examination standard for 'human genome'.

KIPO prepared a patent examination standard for resultant products of human genome project(HGP), and planed to apply it to an examination from January, 2001.
KIPO amended an examination standard for genetic engineering invention among biotechnology patent examination standard to prepare for the rapid increase of applications for the result of HGP and mass genetic information according to rapid development of biotechnology.
