KIPO enforces a total quality management.

Korean Intellectual Property Office introduced a self-examination system for the client's convenience and enforces a total quality management(TQM) as a plan for accelerating an examination and improving the quality of examination.
To support such TQM, KIPO grouped examiners in similar technology fields into small groups and formed 79 examination teams.
Further, KIPO operated a study program for a mutual discussion about examination work and improvement of examiners' ability, and pushed forward the high efficiency of organization through team activity.
KIPO decided that it is efficient to establish a study organization by grouping examiners in the related-technology field in order to apply consistent examination standards to similar technology classification and improve a speciality of examination.

The introduction of international design patent classification

With respect to design patent applications to be examined from next year, KIPO will write down an international design classification of the Rocarno classification with a Korean design classification on the gazettes if registered.
People can confirm two kinds of design classification in the gazettes to be issued from the latter half of next year.
The Rocarno classification was adopted in the Rocarno agreement regarding international design classification concluded in the Rocarno of Switzerland for the international unification of design classification system.
At present, about 40 countries including France, Germany and China joined this agreement, and U.S.A., U.K. Japan, etc. use this classification system although they don't join.
It seemed that each country accomplishes a unification of design patent classification system prior to signing the New Hague Agreement because the New Hague Agreement forced each country to adopt the Rocarno classification.
KIPO plans to complete a design classification computer program system so as to manage registered design patents by Rocarno classification as well as existing Korean classification by the end of this year.

Dispute about patent right for settlement of mobile accounts

Infohub submitted a provisional disposition application preventing rival enterprises of Danal and Mobiliance from infringing its own patent right to the Seoul District Court by insisting that they infringed Infohub's patent related to 'use method of electronic money using mobile and system thereof'.
This Infohub's provisional disposition application was caused by invalidation trial of patent, a trial to confirm the scope of a patent right and opposition claimed by Danal as for the patent which Infohub insisted.
If the Infohub's provisional disposition application is permitted, 1000 or more contents company's settlement function of mobile accounts using the service of Danal and Mobiliance is paralyzed, thereby it will be an inconvenience to netizens.
On the other hand, in the case that Danal's opposition is permitted, it is expected that Infohub's image will be disturbed.
Therefore, it seems that this dispute will exert a negative influence on the both sides.

The amendment of enforcement regulations of Korean Trademark Law

NICE classification of an international classification system for goods and service was amended and came into international effect from January 1, 2002.
Thus, enforcement regulations of Korean Trademark Law reflecting the NICE classification have enforced since the 1st of January, 2002.
