In order to obtain the patent rights effectively among the countries which join the PCT, applicant must submit a PCT international application to the Patent Office in his country by designating the countries to which an application will be filed. The submission is recognized as a procedure that the application is filed to each of the designated countries to get patent rights all over the world.

An effect can be acquired that an application is filed to many PCT countries only by filing the application once. Since it is possible to review an invention, and to correct the invention by utilizing an international research and an international preliminary examination report, the PCT is very useful for obtaining the patent rights. If the international research and the international preliminary examination report are published negatively, the related procedures will not be processed anymore, and thereby payment of the additional cost can be prevented.

Even when the PCT application is filed once, it is not granted as a patent all over the world. Once the application is subject to a verification procedure(the international research and the international preliminary examination report) after the international application date is recognized, if a translation thereof is filed, at last, the application will be examined in each country.
